The Council of Observers is an advisory body that provides assistance and ensures coordinated actions and the development of a common position (agenda of interest to the constituent entities of the Russian Federation) in the preparation and holding of the International Municipal BRICS Forum.

The purpose of the Council of Observers is to assist in the preparation and holding of the International Municipal BRICS Forum during the year, as well as to search for potentially important public projects to be included in the business programme of the Forum, to attract representatives of state structures and local self-government of the Russian Federation to participate in the Forum, and local authorities of the Russian Federation, non-profit and commercial organisations.
